Badan Standardisasi Nasional

The Indonesian Standardization Body (Indonesian: Badan Nasional Standardisasi, BSN) is the International Organization for Standardization (ISO) member body for Indonesia.

It was founded in 1997 under the name of Badan Standardisasi Nasional, aimed to take over the function of former similar body, National Standardization Council. The mission of this body is to develop and organize standardization activities in Indonesia.[1] According to Indonesian Law No. 20 of 2014 on Standardization and Conformity Assessment, aims to:

The implementation of the National Standardization Agency in the field of accreditation conducted by the Indonesia National Accreditation Committee (KAN). KAN has the task to establish accreditation and give consideration and advice to BSN in establishing accreditation and certification system. The execution of tasks and functions of BSN in the National Standards for Measurement Unit conducted by the National Standards Committee for Units of Measure (KSNSU) . KSNSU has the task to give consideration and advice to BSN on national standards for units of measure. In accordance with the primary objective of standardization is to protect producers, consumers, workers and the public from the aspect of security, safety, health and environment conservation, setting national standardization is done in order to establish a national system that is able to encourage and improve, ensure the quality of goods and / or services as well as to facilitate national product acceptance in the global market transactions. Of the system and the conditions are expected to improve the competitiveness of goods and / or services of Indonesia in the global market.[3]

Authority ofBSN

In conducting these functions, BSN has the authority:

  1. preparation of a comprehensive national plan in the field;
  2. formulation of policies to support macro development;
  3. establishment in the field of information systems;
  4. Another authority in accordance with the provisions of the legislation in force, namely:
    1. the formulation and implementation of specific policies in the field of national standardization;
    2. the formulation and establishment of policies accreditation system certification bodies, institutes and laboratories inspection;
    3. determination of the Indonesian National Standard (SNI) ;
    4. the conduct of research and development in the field;
    5. providing education and training in the field.

Function

BSN has the task of carrying out government duties in the field of national standardization in accordance with the provisions of the legislation in force. BSN performs functions to include:

  1. assessment and formulation of national policies in the field of national standardization;
  2. coordination of functional activity in the discharge of BSN;
  3. launch and guidance to government agencies in the field of national standardization;
  4. implementation of collaborative activities domestically and internationally in the field of standardization;
  5. organizing coaching and general administrative services in the field of general planning, administration, organization and management, personnel, finance, filing, coding, equipment, and household.

Organization

Main Secretariat

a. coordination of program planning and policy formulation in the field of standardization and technical policy BSN; b. coaching and administrative services, organization and management, personnel, finance, filing, coding, equipment, and household BSN; c. coordination and preparation of legislation, a review of the law, the provision of assistance and legal counseling and implementation of public relations and relations between institutions; d. coaching education and training of human resources, program standardization activities, cooperation between functional and other relevant agencies of the BSN; e. coordination and preparation of the BSN.

Bureau of Planning, Finance, and Administration

a. collection of data and information for the development of policies, programs and plans; b. preparation of recurrent and development budget; c. demand planning, procurement, storage, distribution, and inventory of the country's wealth; d. implementation of financial management; e. implementation of domestic affairs; f. implementation of administrative affairs.

Legal Bureau, Organization, and Public Relations

a. implementation analysis, assessment, review and drafting of legislation; b. implementation of documentation and provision of legal information; c. implementation assistance and legal counseling; d. implementation and management of employee development; e. structuring implementation, evaluation and formulation of organization and governance as well as monitoring and evaluation of the internal quality management; f. implementation of public relations and inter-institutional relations.

Deputy of Standards and Accreditation

a. formulation of policies in the field of application of the system of standards, accreditation and certification in the field of standardization; b. preparation of plans and programs in the field of application of the system of standards, accreditation and certification in the field of standardization; c. development, coordination and implementation and control activities of the application system standards, accreditation and certification in the field of standardization and the provision of reference materials and traceability of measurement systems; d. preparing the formulation of determination, development, maintenance and calibration procedures for national standard for the unit of measure; e. adoption and implementation of standards and testing laboratory coordinate metrology laboratory as a reference laboratory; f. development and implementation of cooperation with national bodies and international in the field of application of the system of standards, accreditation and certification in accordance with the legislation in force.

Standard Application System Center

a. policy preparation in the field of standard application system and the handling of complaints and infrastructure implementation of standards and quality assurance systems; b. development and coordination of standard application program and the handling of complaints and coaching infrastructure implementation of standards and quality assurance systems; c. conduct of the affairs of standard application system and the handling of complaints; d. implementation of standard business application infrastructure systems and quality assuranc systems; e. implementation monitoring and evaluation system of enforcement of standards, complaints handling and infrastructure implementation of standards and quality assurance systems.

Certification Body Accreditation Center

a. policy preparation in the field of accreditation system certification and training institutions; b. development and coordination of programs in the field of accreditation of certification bodies and training institutions; c. implementation of accreditation cooperation of national, bilateral and international standardization; d. implementation of the National Accreditation Committee in the field of accreditation of certification bodies and training institutions; e. implementation of the evaluation system of accreditation and certification in the field of standardization and implementation.

Standardization Research and Development Center

a. policy preparation in the field of research and development; b. development and coordination of programs in the field of research and development; c. implementation of the research and development of standardization; d. programming and operating system research and development; e. implementation of cooperation in the field of research and development; f. implementation monitoring and evaluation of research and development.

Standard Formulation Center

a. policy preparation in the field of formulation and revision of the Indonesian National Standard; b. coaching and development of the Indonesian National Standard formulation system; c. formulation and revision of the Indonesian National Standard; d. formulation and evaluation of the implementation of the revised National Standards Indonesia.

Standardization Cooperation Center

a. policy preparation in the field of technical cooperation in trade, institutional standardization and notification activities; b. planning programs in the field of technical cooperation in trade, institutional standardization and activity notifications; c. development, coordination and implementation of services, and evaluation of technical cooperation in the field of trade, the activities of the National Committee and the Working Group and notification activities; d. implementation of institutional cooperation in the field of standardization across sectors and regions; e. implementation of the management of the affairs of Indonesia's membership in the organization of standardization and collaboration with standardization bodies at the bilateral, regional and international levels; f. implementation of system development, mechanisms and procedures for notification and cooperation areas of technical trade, international cooperation and collaboration standardization in the country.

Deputy of Information and Standardization Socialization

a. formulation of policies in the field of development, coaching and coordinating the implementation of resource development and utilization of information and documentation, as well as development and implementation of the system of education, training, promotion and popularization of the field of standardization and quality assurance; b. preparation of plans and programs in the field of resource development and utilization of information and documentation, system development and implementation of education, training, promotion and popularization of the field of standardization and quality assurance; c. monitoring, coaching, coordinating, and controlling consent for activities in the field of development and utilization of information resources and documentation, system development and implementation of education, training, promotion and popularization of the field of standardization and quality assurance; d. the organization of standardization of information and documentation; e. providing education, training and standardization pemasyara-forces.

Information and Documentation Center of Standardization

a. To prepare the formulation in the field of data communication systems and information networks standardization, documentation and library utilization of information standardization; b. planning and program development data communication systems and information networks, documentation and library, as well as the utilization of information standardization; c. development of a data communication system and network information systems standardization; d. implementation documentation and standardization library; e. utilization of information standardization, standardization of information and provision of services.

Center of Education and Socialization

a. formulation of policies in the field of education and training, and socialization in the field of standardization and quality assurance; b. preparation of plans and programs, guidance and coordination in the field of education and training and socialization in the field of standardization and quality assurance; c. implementation of cooperation in education and training and socialization in the field of standardization and quality assurance; d. implementation and education services and training standardization and quality assurance; e. implementation of correctional standardization and quality assurance. f. evaluation in education and training and socialization in the field of standardization and quality assurance.
