César Emiliano Hernández Ochoa is a Mexican politician.[1] He was appointed Deputy Secretary of Mexico's Department of Energy on February 5, 2014.[2]

In September 2015 Ochoa announced a change in Mexico's policy on Mexico's Power Purchase Agreements.[3]

On March 29, 2016, Ochoa announced the Mexico's first auction where suppliers of energy could bid on the energy prices they could offer.[4]

Ochoa is an author of a book on energy policy.[5]
