Jerusalem District Electricity Company
The Jerusalem District Electricity Company (JDECO) is a joint electricity company established in its current form in 1956. It distributes and supplies electricity to consumers in and around Jerusalem, Bethlehem, Ramallah and Jericho. The company doesn't have own power stations. It buys over 95% of its electricity from the Israel Electric Corporation (IEC) and the remaining electricity from the Jordanian National Electric Power Company.
History
The Jerusalem District Electricity Company was founded under the British Mandate for Palestine.[1] In its current form, the Company was established in 1956.[2]
Organization
JDECO is a joint-stock company. As of 2016, 25% of its shares are owned by the municipalities of Jerusalem, Ramallah, Al-Bireh, Bethlehem, Beit Sahour, Beit Jala and Jericho, while the remaining 75% are owned by over 3,000 private shareholders. The board of directors consists of 18 members: 9 representatives of the municipalities and 9 representatives of the private shareholders. The company has 4 area branches, respectively in Jerusalem, Ramallah, Bethlehem and Jericho. In 2011, JDECO employed about 450 workers.
JDECO’s activities in Jerusalem are regulated by the Israel Public Utility Authority for Electricity (PUA). Its activities in the occupied West Bank are regulated by the IDF’s Israeli Civil Administration and the Palestinian Authority (PA).[2]
Activities
The Jerusalem District Electricity Company has a 20-year license for electricity distribution in East Jerusalem, currently until the year 2030, and an annually-renewable license for supply of electricity to consumers. It doesn't have own power stations, but purchases over 95% of its electricity from the Israel Electric Corporation (IEC) and the remaining electricity from the Jordanian National Electric Power Company. In 2011, all of the electricity distributed by the company in Jerusalem was purchased from the IEC. The company is also responsible for connecting new consumers to the grid, as well as metering and billing. It has exclusive rights within its license area. Activity in the Jerusalem area constitutes about 1/3 of the company’s total economic activity. It recorded a net loss of about 2.6 million NIS in 2011.[2]
JDECO provided 30% of Palestinian households in West Bank and East Jerusalem and owed almost half a billion shekels to the financially-strapped IEC in 2012. It supplies the Palestinians in its license area, while the IEC sells electricity directly to the PA for areas not covered by the East Jerusalem company.[1]
