Prince Edward Island is the least populous province in Canada with 140,204 residents as of 2011 and is the smallest in land area at 5,660 km2 (2,190 sq mi).[1] Prince Edward Islands's 73 municipalities[2] are home to 68% of its population. These municipalities provide local government services to their residents. The remaining unincorporated areas have no local government.

Municipalities may be incorporated as either a city, town or community under Prince Edward Island's Municipalities Act of 1983 by a petition signed by at least 25 residents.[3] There are 2 cities, 10 towns and 61 communities in Prince Edward Island;[4][5] distributed across three counties: Kings, Prince and Queens. Approximately 25% of residents live in the provincial capital of Charlottetown and another 21% live within the Charlottetown census agglomeration.[6]

Cities

Prince Edward Island has two cities.[4] Charlottetown is Prince Edward Island's capital and largest city by population with 34,562 residents and area with 779.7 km2 (301.0 sq mi).[6] It is part of a large census agglomeration which encompasses the middle of the island and is home to 64,487 residents, or approximately half the island's population.[7] The only other city is Summerside, the principal municipality on the west side of the island.

Prince Edward Island has ten towns that are incorporated municipalities,[8] which had a cumulative population of 21,491 and an average population of 2,385 in the 2011 Census.[6] The province's largest and smallest towns are Stratford and North Rustico with populations of 8,574 and 583 respectively.[6] Cornwall is Prince Edward Island's largest town by area and Georgetown is Prince Edward Island's smallest town by area. The province's newest towns are Borden-Carleton and North Rustico, which both changed from community status to town status on July 31, 2012 and November 16, 2013 respectively.[9][5] Every four years, towns elect a mayor and six councillors who are responsible for providing local services to the municipality. [4]

Communities

Prince Edward Island has 61 communities that are incorporated municipalities[4] of which 30 are recognized as census subdivisions by Statistics Canada.[6][5] These communities were previously designated villages or community improvement committees, but were all changed to communities under the Municipalities Act.[3] The province's largest and smallest communities are Belfast and St. Louis with populations of 1,637 and 51 respectively.[6] Every four years, communities elect a chairperson and between 3 and 6 councillors who are responsible for providing limited local services to the municipality.[4]
