Pakistan Institute for Parliamentary Services (PIPS) was established in December 2008 by the Parliament of Pakistan and is located in Islamabad.[4]

On May 2012, Under Secretary of State for Public Diplomacy and Public Affairs Tara Sonenshine joined U.S. Ambassador Cameron Munter and National Assembly Speaker Dr. Fahmida Mirza, in Islamabad, to celebrate the opening of the Pakistan Institute for Parliamentary Service (PIPS).[5][6]

The Institute helps and trains the members of the Pakistan parliament and their staff in drafting bills and motions to be introduced in the Parliament of Pakistan. This institute was formed since many newly elected members of the parliament and their staff needed training in the Parliamentary procedures. The institute provides legislative research and for effective strong legislature in Pakistan.[7]

The Pakistan Institute for Parliamentary Services (PIPS) is an institution created to provide research and capacity building services for parliamentarians and parliamentary functionaries. The establishment of a sustainable institute for legislative research and capacity building has been a long-standing aspiration of parliamentarians and parliamentary staff in Pakistan. The establishment of the Pakistan Institute for Parliamentary Services, PIPS, through an Act of Parliament is a major step towards the realization of this objective. Establishing PIPS

The Pakistan Institute for Parliamentary Services, PIPS, was formally established as an as an exclusive and independent, first of its kind research and capacity building facility for the parliamentarians, through an Act of Parliament on December 15, 2008. No matter it had started functioning in an interim facility since April 2006. The Parliament in Pakistan had remained deprived of the power of Knowledge that comes from timely, accurate and credible information and objective bipartisan analysis on the most sensitive of national matters till the establishment of PIPS. The intense need for such an institution was direly felt and expressed in 2005 in the Speakers Conference of the National and Provincial houses. The Legislative Development Steering Committee (LDSC) of the National Parliament under the chairmanship of Deputy Speaker National Assembly chose to work for setting up the Institute with the support of the Pakistan Legislative Strengthening Project (PLSP). Based on the deliberations of the LDSC, comprising eight MNAs and four Senators in addition to Secretariat leadership of National Assembly and the Senate; various comparative studies and feasibility papers prepared by PLSP and the LDSC steered the initiative. The LDSC visualized PIPS as an autonomous entity, functioning under the leadership of the parliament and guided by a Board of Governors.

Cross Party Consensus to Pass PIPS Act

The members of two National Assemblies 2002 and 2008 and the Senate joined hands in not only envisioning the project but also steering it through legislation and across party advocacy. In fact PIPS legislation is a true manifestation of cross party caucusing in both the Senate and the National Assembly of Pakistan. The PIPS bill saw all parliamentary parties, government and the opposition working together. The bill was drafted by former Senator Ch Muhammad Anwer Bhinder from Pakistan Muslim League, (Quaid e Azam) PML Q, and ably supported by the former LDSC members such as former Deputy Speaker National Assembly Sardar Muhammad Yaqoub PML Q, Senator Ms Rukhsana Zuberi, Pakistan Peoples Party PPP, and Senator Azam Khan Swati JUI(F), Awami National Party ANP, respectievly. Members of the 2008 LDSC, MNAs Dr Azra Fazal Pechuho, Deputy Speaker Mr Fasial Karim Kundi, Ms Yasmeen Rehman (all from PPP) and MNA Mr Ayaz Sadiq, Pakistan Muslim League (Nawaz) PML N, contributed to finally get it through in the 13th National Assembly as a consensus Act. We acknowledge that USAID PLSP founding Chief of Party Eleanor Valentine and two of her successors – Christopher Shields and Carmen Lane –actively assisted the parliament in general and the LDSC in particular to make PIPS a reality. The institute was thus officially created through a consensus Act of Parliament passed in December 2008.

PIPS Board of Governors - Reflection of Federation of Pakistan

The establishment of the PIPS through unanimous support of the Parliament reflected the will and vision of not only the National Assembly and Senate, but also of the provincial Houses of Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan, who are all represented through their Speakers in the PIPS Board of Governors. Under the Act, the Chairman Senate and Speaker National Assembly were charged with the responsibility of nominating the members of the founding BOG. Considering the importance of the institute and the role of the Board of Governors, they tried to pick up the best of the lot keeping in view their background and experience for taking up this onerous responsibility. The Board of Governors, chaired by Chairman Senate or Speaker National Assembly by three-year rotation, has the overall control of the Institute and it guides its functioning. Executive Director is the chief executive of the institute and works under the control of the Board. Speaker of the National Assembly Madam Fehmida Mirza became the founding President of the PIPS Board of Governors, who along with Deputy Chairman Senate, Senator Mir Jan Muhammad Khan Jamali inaugurated the official construction launch of PIPS building in June 2010. The Board, which thoroughly drafted, debated and approved comprehensive sets of Financial and Recruitment Rules that has laid a sound foundation to build a centre of excellence based on professionalism and merit, which reflects integrity and accountability in its functioning. The Board also appointed former Secretary General of National Assembly Mr Khan Ahmad Goraya as its founding Executive Director.

PIPS Role and Functions

PIPS is committed to serve all national and provincial legislatures in their efforts to perform their onerous tasks of law making, executive oversight, policy making and representation according to the aspirations and will of the people of Pakistan and to strengthen the tradition of a democratic order in the country. According to the mandate of the Institute as mentioned in the PIPS Act, the functions of the institute are as follows:

  1. to maintain the national, provincial and international data, information and statistics to provide to the Parliamentarians for the efficient performance of their duties;
  2. to undertake research in respect of the Federal and Provincial laws and also to have a study of international laws to help the Parliamentarians in the law making process;
  3. to provide technical assistance to Parliamentarians in performance of their duties;
  4. to provide training to the Parliamentarians and parliamentary functionaries for performance of their duties;
  5. to arrange seminars, workshops or conferences;
  6. to take measures for the development of law making;
  7. to maintain a record of all the existing Act, Ordinances and other enactments in force in Pakistan and in each Province;
  8. to assist Parliamentarians and legislative bodies in their efforts to ensure the public’s understanding of working of Parliament;
  9. to arrange legislative drafting courses with special emphasis on parliamentary practices;
  10. to manage the internship programs for the Parliament and Provincial Assemblies;
  11. to establish and maintain resource centers for the Parliamentarians;
  12. to support the parliamentary committees in the performance of their duties;
  13. any other function as may be assigned to it by the Parliament or the Board

Research and Information Technology Wing

Mr. Muhammad Rashid Mafzool Zaka (Director Research and IT)

Mr. Muhammad Rashid Mafzool Zaka is the Director (Research and Information technology) and a member of the pioneering team of the Pakistan Institute for Parliamentary Services. He has 15 years experience in academia, research and legislative reforms and has to his credit publications on parliamentary democracy, society and comparative religion. Mr Zaka commenced the PIPS exclusive Research on Request Services for parliamentarians in 2009 and has conducted numerous research papers for individual MPs and Standing Committees in addition to steering Institute’s training programmes since November 2010. He is a certified trainer in legislative research, assessing laws, human rights and disaster risk management from the Asian Institute for Human Rights, Thailand and UNDP. Mr Zaka had served on leading positions including Head, Deptt. of Social Sciences, Iqra University; Director, CPDI and Legislative Capacity Advisor, PLSP in addition to being one of the founding faculty members who established the Foundation University, Islamabad. Mr Zaka has supervised numerous MS dissertations at reputable universities and has been Member, Board of Studies at FJWU. He holds an M. Phil. degree in International Relations and M.Sc in Strategic Studies with distinction from Pakistan’s top ranking Quaid e Azam University, Islamabad.

Mr. Muhammad Nazir Khan (Additional Director -IT)

Mr. Muhammad Nazir Khan presently holding the position of Additional Director (IT) in the Institute. Mr. Khan brings with him absorbing exposure of administrating different servers, networks and databases during his almost twelve years work experience at banks and government concerns. He has worked for about two years as Information Technology Administrator in the Institute. Earlier he worked in PICIC Commercial Bank as Incharge data center from December 2003 to December 2007. He briefly worked as IT Manager/PBC in NIB bank limited before joining the Summit Bank Limited (Formally My Bank limited) from July 2010 to July 2012 as Customer Service Manager. Mr Muhammad Nazir Khan has also worked as Coordinator in Directorate of Science & Technology, Department of ST&IT, Government of Khyber Pakhtunkhwa on “Development of Super Computer”. He is a graduate in Computer Science from Department of Computer Science, University of Peshawar. He has also completed MS in Information Technology from Institute of Management Sciences, Hayatabad, Peshawar.

Ms. Tehseen Khalid (Senior Research Officer - Legislation)

Ms. Tehseen Khalid is presently working as Senior Research Officer of Pakistan Institute for Parliamentary Services (PIPS). She has versatility, research and interpersonal skills and experience in working with diverse institutions and streams of knowledge. Ms Tehseen has served as a faculty member for more than nine years at the Karakoram International University and the Punjab College. She holds a degree of Masters of Philosophy from Quaid-e-Azam University Islamabad in addition to a degree in Education. She has conducted various research projects and trainings during her academic and professional career. Her educational and research background has focused on identifying potential challenges and problem solving.

Mr.Qaiser Iqbal (Librarian)

Mr. Qaiser Iqbal has joined The Pakistan Institute for Parliamentary Services on 9 January 2014 as Librarian, with nearly six years of working experience at University of Gujrat. At UOG he initiated and co-developed a new online catalog to promote efficient student and faculty research. He has also worked at University of Sargodha for one year and multiplied his experience in information management and retrieval .Mr. Qaiser is skilled in developing research tools to strengthen the library users’ research abilities and translating library services and policies into tangible, comprehensible resources for the readers.

Mr.Qaiser holds degree of MA Political Science in addition to Master in Library and Information Science from University of the Punjab Lahore.

Mr. Zahoor Ahmad (Information Technology Officer)

Mr. Zahoor Ahmad has ten years’ experience in IT Management, Network Administration, ICT Procurement, Microsoft and Linux based server administration. He is one of the pioneering members of the Pakistan Institute for Parliamentary Services (PIPS) and holds the post of IT Officer since July, 2010. Earlier he has worked as IT & Network Administrator with the Pakistan Legislative Strengthening Project (PLSP) from May 2008 to July 2010. He also served as Network/System Administrator & Cisco Instructor in Brains Cisco Local Academy, Peshawar from June 2007 to May 2008, System Administrator & Cisco trainer in Emerging Technologies Training and Solution, Peshawar from August 2006 to May 2007 and System Administrator in Asia Board Industries Limited, Ireland Road, Karachi from January 2005 to July 2006. He is an Information Technology Graduate from University of Sindh Jamshoro and Cisco Certified Network Associate and Professional (CCNA & CCNP).

Ms. Fakiha Mahmood (Research Officer)

Ms. Fakiha Mahmood is presently working as Research Officer at Pakistan Institute for Parliamentary Services. She has three years research and teaching experience and has to her credit publications on defence & strategic issues on international level. She has participated in a number of national and international conferences, seminars and roundtables and worked on variety of research projects. She has served as Lecturer in the Department of Development Studies at COMSATS Institute of Information Technology, Abbottabad; Lecturer in the Department of Political Science & International Relations at Government College University, Faisalabad; Research Assistant at Institute of Policy Studies, Islamabad and as Intern at Institute of Strategic Studies, Islamabad. Her areas of interest include security studies, international law and international organizations. Ms. Fakiha Mahmood has a Bachelor’s in Defence & Diplomatic Studies with distinction (Silver Medal) from Fatima Jinnah Women University, Rawalpindi. She also holds M.Phil degree in Defence & Strategic Studies from Quaid-e-Azam University, Islamabad.

Mr. Shehryar Khan (Research Officer)

Mr. Shehryar Khan is presently working as a Research Officer in Pakistan Institute for Parliamentary Services (PIPS). He has 4 year experience as Public Relations Officer at SK Group of Companies (a multinational), 1 year experience as Monitoring & Evaluation Officer and Research Officer at SUCCESS (an NGO). He is a Business Graduate with BS (Hons) from COMSATS University Islamabad. Mr. Khan has received The Duke of Edinburgh’s International Award – Bronze Level for Edward College Peshawar’s Social Welfare Activity in 2007. He has organized and participated in many seminars and workshops, based on Research Methodology and Modern Research Techniques. His area of interest includes International Relations, Economy and Security Situation of Pakistan.

Mr. Muhammad Rizwan Manzoor (Research Officer)

Mr. Muhammad Rizwan Manzoor is presently working at Pakistan Institute for Parliamentary Services (PIPS) as Research Officer. He has over five years’ versatile research experience in the area of Economy and Trade with Pakistan Institute of Trade & Development (PITAD), Ministry of Industries & Production and Embassy of Republic of Korea, Islamabad. In addition, he is adjunct faculty as lecturer at Faculty of Social Sciences, Quaid-i-Azam University, Islamabad for last two years. He has attended a number of training courses offered by international institutes namely World Trade Institute Bern, International Trade Centre Geneva, CBI Netherlands and University of Sussex, UK. He has also distinction to represent Pakistan at ‘Aid for Trade: Regional Experts’ Dialogue’ in Bangkok, Thailand organized by United Nations Economic and Social Commission for Asia & the Pacific (UNESCAP) and at ‘OIC Conference on Post 2015 Development Agenda’ organized by Islamic Chamber of Commerce at Tehran. Mr. Rizwan holds MPhil and Masters in Economics from Quaid-i-Azam University Islamabad.

Legislation and Training Wing

Ms Samer Awais (Director - Training)

Mrs. Samer Awais is a Human Resource Management Professional with 22 years of experience in medium to large size national and multinational industries. Her areas of specialization include delivering learning solutions/classroom based trainings, and interactive workshops; Talent Management using process driven approach for the identification, development and retention of leadership talent in diverse, matrix and virtual environment; Designing competency profiles for talent development; Setting up selection systems; Designing and conducting Assessment Centers.

Ms Samer has developed guidelines on Leadership competence model, Performance improvement planning process, Coaching & Mentoring skills, and on feedback. In addition to this, she prepared “dashboards” for 400 Managers in the region-capturing their historical data in the Assessment Centers, performance indicators in Climate survey and details of Leadership development programs attended. Ms Samer also rolled out Integrated Talent Calibration process of nearly 4000 employees.

In a leadership role at Schering, she set an HR function, developed HR policies manual, conducted Assessment for merit based selections and promotions to implement Performance Management System.

Ms Samer is adjunct Faculty Member at NUST Business School and Quaid - e - Azam School of Management Sciences, Islamabad. She holds a Master’s in Public Administration from Quaid-e-Azam University Islamabad and has got international certifications from DDI (UK) and SHL (UK).

Mr. Muhammad Aslam Waseem (Additional Director Legislation)

Mr. Muhammad Aslam Waseem is the Additional Director (Legislation) at the Pakistan Institute for Parliamentary Services. He has 10 years experience in Legal Services, Research, Academia and Legislation. He has a credit to conduct detailed research on Evolution of Human Rights At National And International Levels and recommended various measures to ensure human rights in accordance with UNO declarations and Conventions. Mr Waseem is working to design PIPS exclusive Legislative Drafting and Legislative Services programme on request for parliamentary committees and parliamentarians. He has served on key positions in the Lahore Development Authority since June 2009 and introduced various Legal and Administrative reforms in the Legal directorate. Mr Waseem is Faculty member of Superior Law College since July 2007. He did LLM with specialization in Human Rights in 2010 from the University of South Asia and LLB from Punjab University Lahore in 2003 and Graduation from Govt. College University Lahore.

Mr. Waqas Ahmad Qureshi

Senior Programme Coordination Officer

Mr. Waqas Ahmad Qureshi is Senior Programme Coordination Officer at the Pakistan Institute of Parliamentary Services. Since 2006 he has worked at different academic and coordination positions in Army Public College of Management & Sciences, Foundation University, COMSATS Institute of IT, Wah Campus, NUST Business School and other higher education institutions of Twin Cities. He had also conducted several trainings for different organizations and professional bodies. He possesses proven analytical and research skills in Management Sciences including publications in renowned international journals. He has a master's degree in Business Administration with Distinction (Institute’s Silver Medal) COMSATS, Wah Campus. He also holds an MS Degree in General Management from COMSATS Institute of Information Technology, Islamabad and is a PhD Scholar at the Foundation University, Islamabad.

Mr. Kashif Mahmood Awan (Deputy Director Legislation)

Mr. Kashif Mahmood Tariq is working as Deputy Director in Legislation Wing. Previously Mr. Kashif has experience as Consultant (Research) in the Ministry of Law, Justice and Human Rights; Lecturer, Law Department, Bahria University Islamabad; Visiting Faculty Member - Law as Assistant Professor, Faculty of Sharia and Law, International Islamic University Islamabad; Registered Legal Practitioner, Punjab Bar Council; Worked as General Secretary in the Development Sector, in ‘Socio Legal Anchors Foundation’, Islamabad. His publications are based on analytically legal and social research. He holds MPhil (Government and Public Policy) from National Defense University, Islamabad; LL.M. from University of South Asia, Lahore; M.Sc. (Area Studies) From National Institute for Pakistan Studies, Quaid-e-Azam University Islamabad; and LL.B. from Bahaudddin Zakariya University. Presently, Mr. Kashif is a PhD Scholar at International Islamic University, Islamabad and his topic of research dissertation is “Judicial Response to Human Rights Violations during Internal Disturbances in Pakistan”.

Ms. Saadia Bashir (Legislative Officer)

Ms. Saadia Bashir’s portfolio of achievements includes working experience in Supreme Court of Pakistan in administrative and judicial sphere as Judicial assistant. She has been an active member of Women Aid Trust for 06 years providing free legal aid to needy and deserving women/juveniles. She served as a member of Islamabad Bar Association and has rendered legal services in Civil Criminal and family cases, corporate firm and Service Matters. She has also contributed by providing legal service to i) Law, Justice and Parliamentary Affairs Division, ii) CDA, iii) IESCO, iv) SECP, v) OGDCL, vi) FGEHF. She received LLB (Hons) Shariah & Law degree from International Islamic University Islamabad. She has attended workshops on Service/Labour Laws, Cyber Laws in Pakistan and Environmental Laws. She has strong conceptual skills and an excellent ability at translating ideas into reality. Her approach to design involves effective communication with a focus on the idea. Her experience encompasses exceptional work ethic and commitment to organizational objectives.

Mr. Taj Muhammad (Programme Coordination Officer)

Mr.Taj Muhammad is working as a Programme Coordination Officer with PIPS since June 2013. He has 7 years experience in programming, planning and capacity building with various semi government and Non-governmental organizations. His professional field of specialization is training and capacity building where he has served as a Lead Trainer for five years working with National Commission for Human Development (NCHD) and Institute of Social and Policy Sciences (I-SAPS). He has the experience of organizing various capacity building workshops including a training of 90 Master Trainers and monitoring of around 10000 teachers over a span of three years in district MandiBahauddin. He has also conducted Training Need Assessment, KAP (Knowledge Attitude Practices) Surveys and Baseline Census while working at I-SAPS, Muslim Aid UK and with NCHD and Muslim Aid UK. Mr. Taj has also produced a comprehensive report on Public Financing of Education in Pakistan both at federal and provincial levels. Mr. Taj has a master's degree in International Relations and an M.Phil in US Studies, with specialization in Globalization, from Quaid-i-Azam University Islamabad.

Ms. Mariam Ahsan (Programme Coordination Officer)

Ms. Mariam Ahsan has joined Pakistan Institute for Parliamentary Services as Programme Coordination Officer in October 2013. She holds MBA degree with majors in IT. She has a diversified experience in the field of IT and Management over a period of years since 2005. She has worked at various positions in different organizations: Ufone, Ovex Technologies, International Islamic University and DAAD (German Academic Exchange Service). In her capacity as a lecturer for communication studies at International Islamic University she has trained the undergraduate and postgraduate students in effective communication skills which are essential for any kind of workplace. She has the experience of arranging, participating various events, activities, educational expos and orientation programmes while she was working with the German organization (DAAD). She possesses strong values of fairness, equity and dignity along with end oriented work capacity with problem solving attitude.

Mr. Abdul Nabi Solangi (Legislative Officer)

Mr. Abdul Nabi Solangi is working as Legislative Officer at Pakistan Institute for Parliamentary Services. He has 8 years professional experience of Law, General Administration, Providing Technical Leadership, Program Implementation, Public Policy & Emergency Management in Social Sector and Federal Government. Mr. Solangi holds LL.B and Masters in Sociology/Criminology Shah Abdul Latif University, Khairpur with research work on Drug Abuse among Youth. While serving in Asian Human Development Organization, Mr. Solangi worked at District Level on Legal Empowerment, Social Awareness and Youth Development. He identified human rights issues at grass-root level and addressed several social issues on call of the masses.

Human Resource and Finance Wing

Mr. Muzaffar Ali Mahar (Director Special Task)

Mr. Muzaffar Ali Mahar joined PIPS on 27th Dec 2013 as a Director (HR & Finance) at Pakistan Institute for Parliamentary Services and Presently holding the position of Director (Special Task). He is a Human Resources Management & Project Management Professional, having more than 13 years of working experience in Govt. Sector & Private sector, United Nations in wide range of HR/Administration, Finance/Audit, Project Management, Coordination, Protocol & Security management.

H is MS, in Management Sciences, HRM (contd.). He has done Executive – MBA from the Modern Institute of Informatics & Management. He is also having Masters in History from Quaid e Azam University, Islamabad. He is Certified Professional Manager in Human Resource Management, and graduated from University of Sindh, Jamshoro. He has served on key positions and started his career in 2001; He has served as Senior Administrative Officer, Senior Purchase Officer, Senior Budget Officer, and Director Establishment/Administration & Director Audit, in Pakistan Council for Scientific & Industrial Research PCSIR. He has served as a National Project Officer in ANF, UNODC ROSA (SAARC countries project), and Ministry of Narcotics Control Government of Pakistan’s joint venture Project. Anti-Narcotics Force executed the Projects country component as a mentor agency; he served in ANF as an in charge of Pakistan component. He has also served in Ministry of Science & Technology in the capacity of Section Officer, also hold the additional post of Principal Staff Officer to Federal Minster, Ministry of Science & Technology; he has also served in (NDMA) National Disaster Management Authority.

Mr. Haider Abbas (Additional Director - Finance)

Mr. Haider Abbas holds the position of Additional Director (Finance) at Pakistan Institute for Parliamentary Services (PIPS). He is an Associate Member of Institute of Cost & Management Accountants (ACMA) of Pakistan and a Certified Internal Auditor (CIA) from Institute of Internal Auditors-USA besides holding a master's degree in economics from University of Karachi. Mr. Haider Abbas has an experience of 11 years in the areas of accounting, finance, internal auditing and taxation. He has served the Sui Southern Gas Company Limited (SSGCL) as Internal Auditor for 5.6 years from May 2007 to October 2012 and the Federal Board of Revenue (FBR) as Sales Tax Officer from August 2001 to April 2007. Apart from his job responsibilities, Mr. Haider has been associated with National University of Modern Languages (NUML), Indus University (IU) and Institute of Cost and Management Accountants of Pakistan as visiting faculty. He has taught Financial Management, Financial Accounting, Investment and Portfolio Management and Business Strategy. He has also conducted workshops/ practical training sessions on General Sales Tax (GST) at Institute of Cost & Management Accountants of Pakistan and Sui Southern Gas Company Limited.

Mr. Mir Shai Mazar Baloch (Additional Director - HR)

Mr. Mir Shai Mazar Baloch is Additional Director (HR) at Pakistan Institute for Parliamentary Services. He has over a decades experience working in diversified fields. Mir Shai Mazar Baloch is Incharge of HR branch and responsible to look into personnel management, transport estate management, store, procurement, general administration and coordination He has served on key positions in University of Balochistan, UOB, Quetta where his last assignment was the Principal Staff Officer to Vice Chancellor. Mr. Mir Shai Mazar was also a visiting faculty member at Institute of Management Sciences, UOB, Quetta from 2009-2013.

He did MA International Relations in 2003 from University of Balochistan and MBA with specialization in Human Resources in 2008 from the Institute of Management Sciences, University of Balochistan. He has done graduation from Govt. Degree College University Quetta. He is a LEAD (Leadership for Environment of Development) Fellow C-17 and also been on US State Department IVLP (International Visitor Leadership Program) when he visited USA on ”Role of Spokesperson in USA” in April - May 2012. He has been an Anchor Person on PTV Bolan by conducting program in Balochi, Urdu & English for over 7 years. He regularly writes for Monthly BRANDS Karachi on Communication related topics especially on ICT. He is an expert of Human Resources and has interests in Education Management, Climate Change and Communication.

Mr. Qazi Shams Ud-Din (Chief Internal Auditor)

Mr. Qazi Shams ud-Din has joined PIPS as the Chief Internal Auditor in June, 2012. He started his career in the year 2002 with a field audit office of the Auditor General of Pakistan, where he qualified the Subordinate Accounting Services (SAS) Exam and performed various types of audit assignments i.e. Performance Audit, Certification Audit, Regulatory Audit, Audit of Revenue, Construction Projects Audit and Audit of Manufacturing Units. Mr Shams ud-Din’s areas of specialization include public finance, accounts and audit; which enabled him to hold important positions in reputable public sector concerns. In 2006, he joined Dr. A.Q. Khan Research Labs (KRL) as the Senior Accounts Officer, where he undertook pre-audit of all types of bills as well as expression of audit opinion on administrative matters. He also served as Manager Finance at National Institute of Vacuum Sciences, looking after areas of Finance/Accounts, Stores, Procurement and Human Resource Management with extensive coordination and reporting to HEC and Planning Commission of Pakistan. In 2011, he resumed duties at KRL, Islamabad and dealt with the accounting matters related to public and private practice funds that involved substantial turnover of money. Mr Qazi Shams ud-Din is an Associate Member of the Institute of Cost and Management Accountants of Pakistan and has also secured an Advanced Diploma in Management Accountancy from Chartered Institute of Management Accountants (UK).

Syed Waqar Abbas Shah (Deputy Director - Admin & Coordination)

Syed Waqar Abbas Shah is serving as Deputy Director Admin & Coordination at Pakistan Institute for Parliamentary Services (PIPS). He has more than 7 years of experience in the fields of Human Resource, Administration and Project Management. He has served on several key Managerial positions, while being with Infrastructure Project Development Facility (IPDF), Ministry of Finance, Government of Pakistan. Mr. Shah holds a master's degree in Business Administration from Cardiff Metropolitan University with Post Graduate Diploma in Management from London School of Commerce. Mr. Shah has secured international certifications in HR Audit from George Washington University, Project Officers Management Skills from IP3, Washington and Small Hydropower Projects Development (Planning to Design) from UNESCO (IHE) Netherlands. He has resided in United Kingdom for more than 7 years and has extensive traveling experience of Netherlands, Norway, Denmark, Egypt, Turkey and many other countries for professional development.

Mr. Niaz Muhammad (Deputy Director HR)

Mr. Niaz Muhammad is one of the pioneering members and the first regular employee of the Pakistan Institute for Parliamentary Services (PIPS) and presently holding the position of Deputy Director Human Resources. He has a vast experience in programme coordination, academia and administration with sound academic credentials. He has worked for more than four years as Administrative Officer in the Institute. Earlier he has worked on various positions with the USAID Project namely, the Pakistan Legislative Strengthening Project (PLSP) as Programme Coordinator, Programme Assistant and Assistant at the Parliamentarian’s Resource Center (PRC). He also remained visiting faculty member, at the Department of Law in the International Islamic University, Islamabad. He is proactive, innovative, flexible and willing to work on any project assigned to him. He is a valuable member of the team, who consistently achieved excellent results and delivered beyond expectations. He holds a Masters in Political Science & LL.B. as well as an LL.M degree in international law. Mr. Niaz has been a position holder at the International Islamic University during his LL.M (International Law) Degree. He is also enrolled in a Ph.D. programme at the Department of International Relations, University of Peshawar.

Mr. Ali Aziz (Deputy Director - Budget and Accounts)

Mr. Ali Aziz is serving as Deputy Director (Budget and Accounts) at Pakistan Institute for Parliamentary Services. He has over 10 years of experience in field of audit and assurance in middle-east region. He has worked for over 8 years with one of the Global BIG Four audit Firms (KPMG Lower Gulf). Mr. Ali Aziz is a qualified member of ACCA (Association of Chartered Certified Accountants) UK. In addition he is a graduate from Oxford Brookes University (UK). He has vast experience of Retail Audit and has performed specific assurance engagements for numerous multinational giants which include PEPSI and Ford Motors. He has extensive experience in implementing IFRS (International Financial Reporting Standards) and all risk and assurance services.

Mr. Muhammad Asif Aziz (Accounts Officer)

Muhammad Asif Aziz has joined the Pakistan Institute for Parliamentary Services as Accounts Officer in May, 2012. Earlier, he held the position of Accounts Officer in Rupali Group of Companies for five years. He brings with him relevant experience in Product Costing, Payroll Management, Intra group reconciliations and development of Cost Management System. Mr Asif is at the final stage of the professional qualification of Cost & Management Accountancy at Institute of Cost and Management Accountants of Pakistan. He was also awarded a letter of appreciation by the former Prime Minister of Pakistan, on suggesting the name of “Youm-e-Takbeer,” for the historical day of 28 May 1998 on which Pakistan successfully test-fired six atomic tests to become a declared Nuclear Power of the world.

Mr. Khuram Shahzad (Security Officer)

Mr. Khuram Shahzad joined the Pakistan Institute for Parliamentary Services as Security Officer in 2013. He has served in Punjab Emergency Services Rescue 1122 as a Shift Incharge for a period of five years in various cities of Punjab. During his stay in Rescue 1122, he was nominated as “Best Shift Incharge” from Sargodha region. His team won first prize in First National Rescue challenge 2009 and another prize in Second National Rescue Challenge 2010 held at Lahore, which was participated by around 50 national and international rescue teams. Mr Khuram has attended numerous trainings including urban search and rescue, advanced firefighting skills, advanced first aid and medical skills, disaster management, rescue from height, rescue from depth, water rescue etc. He has also got a diploma of health and safety officer from Skill Development Council. He has also served in Punjab education department for a period of one year. Mr. Khuram Shahzad holds M.Sc in botany followed by an M.Phil. (Botany) with distinction from University of Sargodha in addition to B.Ed and M.Ed degrees. He is currently enrolled in a doctorate program at the same university.
