James T. Smith Jr. (born February 8, 1942) served as Secretary of the Maryland Department of Transportation in the Cabinet of Governor Martin O'Malley from July, 2013 until January, 2015. He previously served as County Executive of Baltimore County, Maryland, United States. Smith was elected in 2002 as a Democrat and ended his 8-year tenure on December 6, 2010. His successor is former county councilman Kevin B. Kamenetz.
Smith's political career began when he was elected to the Baltimore County Council in 1978, a position he served until he was appointed Associate Judge of the Circuit Court for Baltimore County in 1985. In 2001, Smith resigned as judge to run for County Executive. He has lived in Baltimore County for his entire life. He and his wife Sandy have four children and nine grandchildren.
