An 1885 graduate of Valparaiso University in Indiana, he taught school in Tennessee before moving to Las Vegas, New Mexico Territory, where he was principal of the public schools from 1885 to 1887. While teaching, Jones studied law, being admitted to the bar in 1888 and beginning practice that year in Las Vegas.

In 1893 he became president of the New Mexico Bar Association, and between that year and 1894 he served as the mayor of Las Vegas. While in Congress he served as the chairman of the Committee on Woman Suffrage. He is buried in the Masonic Cemetery in Las Vegas.
