The Legislative Council Complex (LegCo Complex,Chinese: 立法會綜合大樓) on 1 Legislative Council Road, Central, Hong Kong is the home of the Legislative Council of Hong Kong since 2011. It is the first purpose-built building for the Hong Kong legislature. The construction of the LegCo Complex commenced in 2008 and was completed in 2011.[2]

Overview

The LegCo Complex is located alongside the Central Government Complex completed in 2011 on the reclaimed Tamar site, facing the Victoria Harbour. Before the completion of the LegCo Complex, the Former Supreme Court Building was the home of the Legislative Council.

The LegCo Complex is composed of the Council Block and the Office Block. Adjoining the Complex are the LegCo Garden and the LegCo Square. Apart from providing conference and social facilities for the Council, officers for LegCo members and staff, and working spaces for the media representatives.[2]

Design

The overall design of the LegCo Complex aims to project the independent and special status of the legislature and its transparent and dignified image.

As for the interior of the LegCo Complex, the square design symbolising restraints and round denoting changes were widely used in the design of the flooring and ceiling lights to signify the solemnity and prudence, and openness and empathy of the Complex.[2]

Environmentally friendly and energy-saving features are also incorporated into the design of the Complex.

Conference facilities

The Chamber is the arena where the Council meetings are held. It occupies an area of 800 square metres.

There are also five conference rooms for members to hold open and closed committee meetings of the Council.

Public and press galleries are located at the upper level of the Chamber and tehree conference rooms for the public and the press to observe proceedings of all Council meetings and open meetings of committees. All seats of the public and press galleries are equipped with headphones for simultaneous interpretation between Cantonese and English of the proceedings.[2]

Media facilities

Media facilities for reporters to cover meetings and activities of the Council include a duplex press room, dedicated TV/radio rooms for electronic news media organisations and larger photo rooms for photographers and camera crews.[2]

Public facilities

The LegCo Complex incorporates a number of facilities open for visit by the public including a library, an archives, a series of education facilities such as a children's corner, a memory lane, a viewing gallery, an education activities room and two education galleries.

Before 2011, the Legislative Council met at other locations:

Prior to the handover in 1997, the Provisional Legislative Council was executing work to set up the post handover legislature. It met in Shenzhen from 1996 to 1997 at the Shenzhen Guesthouse Hotel.
