The 2008–09 Liga II was the 69th season of Liga II, the second tier of the Romanian football league system. The season began on August 16, 2008 and finished on June 13, 2009.
The top two teams from each series were promoted at the end of the season to the Liga I, while the bottom four were relegated to the Liga III.

1 Progresul Bucureşti was kicked out from the competition after round 24 because of financial reasons with all remaining matches recorded as 3-0 walkovers. A further 3 point deduction was made following the failure to settle debts with Radostin Stanev.
2 Ştiinţa Bacău withdrew from the championship at the end of the first half and was taken over by Luceafărul which continued to play in Ştiinţa's place in the second half of the championship. The club withdrew again from the competition after round 32 and all remaining matches were recorded as 3-0 walkovers.
3 Withdrew from the competition. Records expunged.
4 Cetatea Suceava deducted two points for finishing two points below the 25-point threshold in the 2007–08 season of Liga I.
